Principal of Round Hill Elementary School

Photo of Dr. RussDr. Brenda Russ was recommended for and has accepted the position of Principal of Round Hill Elementary and she will start July 1.

Currently, she serves as the Director of Organizational Diversity for RCPS.

Previously, Dr. Russ served as an Assistant Principal, Secondary English Learner Specialist, English as a Second Language Coordinator, ESL Department Chair, and ESL Teacher.

Dr. Russ has more than 11 years of experience in education. These opportunities provided her with the administrative leadership experiences that make her a great fit for the position of Principal at Round Hill Elementary School.



Principal of Fishburn Park Elementary School


photo of Jason WimbushDr. Jason Wimbush was recommended for and has accepted the position of Principal of Fishburn Park Elementary School. He will start July 1. Currently, he is Principal at Christiansburg Primary School in Montgomery County, where he has served since 2021.

He was previously Assistant Principal at Christiansburg Middle School, Assistant Principal at Westside Elementary School, Assistant Principal at George P. Phenix School, Assistant Principal at Forest Park Learning Academy, and an Earth Science teacher at Forest Park Learning Academy and Patrick Henry High School. He has a total of 16 years of educational experience, 13 of which were with Roanoke City Public Schools. These opportunities provided Dr. Wimbush with both elementary and secondary administrative leadership experience, which makes him a great fit for this position.

Principal of James Madison Middle School

photo of Katherine DuncanKatherine Duncan was recommended for and has accepted the position of Principal of James Madison Middle School. She will start July 1. Currently, she serves as Principal at Round Hill Elementary School, where she has served since 2019.

She previously served as an Assistant Principal at James Madison Middle School, Teacher on Assignment at James Madison Middle School, and a Special Education Teacher at William Fleming High School, William Monroe Middle School in Greene County Public Schools, and Cesar Chavez Public Charter School in Washington D.C. She has 12 years total of educational experiences, eight of which are with Roanoke City Public Schools.

These opportunities provided Ms. Duncan with both elementary and middle school administrative leadership experience, which makes her a great fit for this position.


Coordinator of Youth Development

photo of Josh JohnsonJoshua Johnson was recommended for and has accepted the Coordinator of Youth Development and Intervention position. He will start July 1. Currently, he serves as the Neighborhood Services Coordinator for the City of Roanoke, where he has been since 2021.

He previously served in many roles at the Roanoke Police Department, including Sergeant, Crime Prevention Specialist, Community Resource Officer, on the Community Resource Team, and Police Officer. He has a total of 11 years of public servant experience in Roanoke.



Chief Communications and Community Engagement Officer

photo of Kelly SandridgeKelly Sandridge was recommended for and has accepted the Chief Communications and Community Engagement Officer position. She will start July 1. Since 2020, she has served as RCPS’ Executive Director of Communications and Marketing.

Previously, Ms. Sandridge served as the Vice President Brand Strategy and External Affairs of Goodwill Industries of the Valleys, Marketing Manager at Tanglewood Mall, and Vice President of Marketing and Public Relations for Member One Federal Credit Union. She has more than 20 years of communication, marketing, and community engagement experience and more than 10 years of executive leadership experience.

These opportunities provided Ms. Sandridge with communications, marketing, and community engagement leadership experience, which makes her a great fit for this position.

Assistant Superintendent of Secondary Education

photo of Lori WimbushLori Wimbush was recommended for and accepted the Assistant Superintendent of Secondary Education position and will start July 1, 2022. Currently, she serves as the Director of Equity and Engagement in Roanoke County Public Schools.

Prior to being named as the Director of Equity and Engagement, she served as Principal at Hidden Valley High School, Principal at Northside Middle School, Assistant Principal at Northside Middle School, and Social Studies teacher at Patrick Henry High School and Fieldale-Collinsville High School. With 23 years of educational experience along with her administrative leadership and secondary education experiences, Ms. Wimbush is a great fit for this position.


Executive Director of Human Resources

photo of Kimberlee BrownKimberlee Brown was recommended for and has accepted the Executive Director of Human Resources position and will start May 11, 2022. Currently, she serves as the Director of Human Resources for Lewiston Public Schools in Lewiston Maine.

Prior to being named as the Director of Human Resources in Lewiston Public Schools, she served as the Director of Human Resources at Portland Public Library, Employee Relations Specialist at State of Maine Judicial Branch, and Senior Staffing Supervisor at Kelly Educational Staffing.

These opportunities provided Ms. Brown with Human Resources leadership and experience which make her a great fit for this position.

Director of Recruitment and Retention

photo of Angela WimberlyAngela Wimberly was recommended for and accepted the Director of Recruitment and Retention and will start April 6, 2022. She recently served as the coordinator of Recruitment and Retention.

Prior to being named as the Director of Recruitment and Retention, she served as Coordinator of Recruitment and Retention in Human Resources, three years as a District Languages Art Specialist, 13 years as a Reading Specialist, and six years as an elementary teacher. These opportunities provided Ms. Wimberly with experiences which make her a great fit for this position.



School Board Clerk 


photo of Rita HuffmanMrs. Rita Huffman was recommended for and has accepted the position of School Board Clerk. Mrs. Huffman is currently the Advanced Placement and Dual Enrollment Teacher for World History at Patrick Henry High School, a position she has held since 2018. Prior to 2018, Mrs. Huffman served as a special education teacher in Roanoke County Public Schools, where she co-taught Virginia/US History, and English 9, 10 and 12; and from 2013 until 2015, she served as the Deputy Clerk to the School Board and Assistant to the Superintendent for Roanoke County Public Schools.

While her contributions to the classroom have been invaluable, you can see that Mrs. Huffman’s experiences make her the perfect candidate for the role of School Board Clerk.

Principal of Wasena Elementary School

During the Feb. 8 School Board meeting, Marina Seal was named Principal of Wasena Elementary. She began her new role on Feb. 9.
Mrs. Seal has served as Wasena’s Interim Principal since November 2021, working closely with staff and parents.
Prior to being named Interim Principal for Wasena Elementary, Mrs. Seal served for almost three years as the Assistant Principal at Monterey Elementary School, served as the RCPS+ administrator for Monterey and Preston Park in 2019, and served for nine years as math teacher, math department chair, and level team leader for James Madison Middle School.

Chief of Human Resources

Portrait of Dominick McKeeDuring the Nov. 9 School Board meeting, Dominick McKee was named the new Chief of Human Resources for RCPS. He begins his new role on Nov. 29!
Since 2019, Mr. McKee has served as Montgomery County Public School's Assistant Director of Human Resources. Previously, he served Roanoke County Public Schools for 17 years as principal, supervisor of human resources, assistant principal, and school counselor.


Noel C. Taylor Program Director

Portrait of Mr. David BaylorDuring the October 12 School Board meeting, David Baylor was named the new Program Director of Noel C. Taylor Learning Academy. He began his new role on October 13.

Since 2005, Mr. Baylor has served in a number of roles at Noel C. Taylor, including teacher on assignment, middle school coordinator, virtual and modified program coordinator, instructor/homebound instructor, and after-school reading instructor. His experience makes him a great fit for this position.

Mr. Baylor earned a Bachelor of Science in General Education from Hampton University and a master’s degree in educational leadership from Radford University.


Principal of Morningside Elementary School

During the September 14 School Board meeting, Megan Arthur was named the new Principal of Morningside Elementary. She began her new role on September 15.
Since August, Ms. Arthur has been Morningside's Acting Principal. She previously served as Assistant Principal of Preston Park Elementary School.
Ms. Arthur has both elementary and middle school educational experience. She has served the students, parents, and staff of Roanoke City Public School since 2011, which makes her a great fit for this position. She has 11 years of educational experience, all of which have been with Roanoke City Public Schools.

Constituent Services and Government Relations Officer

Potrait of Dr. Alan SeibertDuring the Aug. 24 School Board Workshop, it was announced that Dr. Alan Seibert will join RCPS in the role of Constituent Services and Government Relations Officer (CSGRO). Dr. Seibert most recently served as Superintendent of Salem City Schools.

A dedicated educator, Dr. Seibert began his career as an Earth Science teacher at Salem High School. He went on to be an assistant principal at Andrew Lewis and later Salem High School before becoming principal of South Salem Elementary. In 2006, Dr. Seibert was named Superintendent where he served until announcing his retirement earlier this month after 30 years of service to Salem City Public Schools. 

Dr. Seibert received his undergraduate degree from Virginia Tech, his master’s from Radford University, and his doctorate degree from Virginia Tech.

The newly established Office of the Constituent Services and Governmental Relations will provide an independent, confidential resource for students, families, employees, and community members, offering informal help to resolve concerns, problems, complaints, and other student-related issues. CSGRO also serves as a liaison between RCPS and state and national policymakers, including the Virginia General Assembly and the Virginia State Board of Education, to achieve the legislative goals of the School Board and promote the positive leadership of the school division regarding education policy and financing.

Details of Dr. Seibert’s schedule and start date are still to be determined.


Principal of Crystal Spring Elementary School

Portrait of Jason RooneyJason Rooney was recommended for and accepted the position of Principal of Crystal Spring Elementary School. He started on Aug. 2, 2021. He previously served as Principal of Morningside Elementary School.

Mr. Rooney has both elementary and secondary educational experience. He has served the students, parents, and staff of Roanoke City Public School since 2018, which makes him a great fit for this position. Mr. Rooney has 16 years of extensive educational experience.

 
Principal of W
estside Elementary School

Dr. Kristen English was recommended for and accepted the position of Principal of Westside Elementary School. She started on Aug. 16, 2021. She previously served as an Elementary Principal in Washington County Public Schools in Maryland. She has 18 years of extensive elementary educational experience, which makes her a great fit for this position.

Dr. English is returning home to Westside Elementary School, which is where she began her educational career. She understands the Westside community and is committed to the students and to the district.



Acting Principal of Morningside Elementary School

Portrait of Megan ArthurMegan Arthur was recommended for and has accepted the position of Acting Principal of Morningside Elementary School. She started on Aug. 11, 2021. She previously served as the Assistant Principal of Preston Park Elementary School.

Ms. Arthur has both elementary and middle school educational experience. She has served the students, parents, and staff of Roanoke City Public School since 2011, which makes her a great fit for this position.


Ms. Arthur has 11 years of educational experience, all of which have been with Roanoke City Public Schools.
