Roanoke City School Board Votes for Option 3 Attendance Zone

On Friday, April 10, 2009 the Roanoke City School Board voted 6 to 1 in favor of adopting the option 3 attendance zone plan. The new attendance zones will go into effect for the start of the 2009-2010 school year. Under the option 3 plan, Fishburn Park Elementary will become a focus school to help increase enrollment and diversity at the school. The School Board will discuss plans for a division-wide transfer policy during the April 22, 2009 board workshop.

History:

  • In 2006 the School Board began questioning the efficiency of our elementary schools.
  • School Board members sought external help (Eperitus) to  study the issue.
  • The state funded an external efficiency study (MGT of America).
  • Phase I Eperitus analyzed:  enrollment projections, capacity numbers, and general condition of buildings.
  • Eperitus and MGT studies recommended:

1. School Board develop optimal size and design/operational standards for schools

2. Only K-5 schools (eliminating the intermediate and primary models)

3. Study our attendance zones for efficiencies

4. Consider the efficacy of VERY small elementary school
